Something I hadn't considered when saying horsemeat is safe to eat was that some horses may have been given the drug "bute" -- phenylbutazone. It's a non-steroidal antiinflammatory drug, often given to horses. People shouldn't take it, because it'll give you aplastic anemia, which will usually kill you. And dangerous traces of bute can remain in horsemeat from horses who were given it.

So that's a powerful reason not to let horsemeat sneak into the food chain.

I am alarmed by the horse meat sashimi, if I had to eat horse meat I would definitely want it cooked. I recently shared a "tasting platter" in Australia consisting of 3 burgers: emu, croc and roo. I was squeemish about the whole idea, but since the meat was ground and creatively seasoned, they were edible and not identifiable. I think that would be the way to go if one felt required to eat horse meat.
PS
I do like the plate however.
