Possibly because it sounds more macho to say “We [verb]ed the perp” than it does to say “We informed the perp that he/she was [verb]ing and should do x.” Medicine also does this; they say that they “intubated” or “extubated” a patient rather than that they placed or removed a breathing tube into/from said patient.
